HB5776 is the initial anti-NAIS bill for Illinois. It basically requires that the program be kept voluntary in Illinois, and mandates the IDoA create an opt-out process for those wishing to be removed from the program.
Since IL has put in writing (in the 2006 and 2007 cooperative agreements with the USDA) that dairy registrations and Scrapie program participants are automatically rolled into the program, we need to get this bill passed.
HB5776 has been bounced back and forth between the two chambers, and is now in the House Rules committee awaiting a hearing. We believe that hearing might be as soon as November 12.
We need all those who oppose the NAIS program to call their representatives, and if possible, members of the House Rules and House Ag committees to voice support to pass it in its current form.
Out-of-state calls and faxes are also welcome, as many of us work in more than one state anyway. Its good for our legislators to know that people are watching this from all over!
If the bill does not pass during this "veto session" - we will either remain in "limbo" until the Spring session, or will have to introduce a completely new bill in the spring.
